§ 52.020. PROHIBITED DISCHARGE STANDARDS.

  • (A) No user shall introduce or cause to be introduced into the public owned treatment works any pollutant or wastewater which causes pass through or interference. These general prohibitions apply to all users of the POTW whether or not they are subject to categorical pretreatment standards or any other national, state or local pretreatment standards or requirements.
    (B) No discharger shall be allowed to contribute or cause to be discharged, directly or indirectly, any of the following into the wastewater disposal system or otherwise to the facilities of the Authority:
    (1) Any gasoline, benzene, naphtha, fuel oil or liquids, solids or gases which by reason of their nature or quantity are, or may be, sufficient either alone or by interaction to cause fire or explosion or be injurious in any other way to the operation of the POTW, and waste streams with a closed cup flashpoint of less than 140° F (60° C) using test methods specified in 40 CFR Part 261.21;
    (2) Any wastewater having a pH less than 5.5 or higher than 9.5 or having any other corrosive property capable of causing damage or hazard to structures, equipment, or personnel of the system;
    (3) Solid or viscous substances which will or may cause obstruction of the flow in a sewer or other interference with the operation of the POTW;
    (4) Any pollutant, including oxygen demanding pollutants (BOD and the like) released in a discharge at a flow rate and/or pollutant concentration which will cause interference with the POTW;
    (5) Any wastewater having a temperature which will inhibit biological activity in the POTW treatment plant resulting in interference; but in no case, wastewater with a temperature at the introduction into the POTW which exceeds 40° C (104° F);
    (6) Petroleum oil, non-biodegradable, cutting oil, or products of mineral oil origin, in amounts that will cause interference or pass through, or 100 mg/l, which ever is more stringent;
    (7) Pollutants which result in toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems;
    (8) Trucked or hauled pollutants, except at discharge point designated by the city in accordance with § 52.035(D);
    (9) Any wastewater containing toxic pollutants in sufficient quantity, either alone or by interaction, to cause the treatment plant’s effluent to fail a toxicity test;
    (10) Any noxious or malodorous liquids, gases or solids which, either alone or by interaction, are capable of creating a public nuisance or hazard to life or are sufficient to prevent entry into the sewers for their maintenance and repair;
    (11) Any substance with objectionable color not removed in the treatment process, such as dye wastes and vegetable tanning solutions, thereby violating the city’s NPDES permit;
    (12) Any slugload, including any oxygen demanding pollutants (BOD and the like), released in a single extraordinary discharge episode of a volume or strength so as to cause interference to the POTW; and/or
    (13) Any wastewater containing any radioactive wastes or isotopes of a half-life or concentration that exceed limits established by the Authority in compliance with applicable state or federal regulations.
    (C) It shall be unlawful for any person to place, deposit or permit to be deposited in any unsanitary manner on public or private property within the city, or in any area under the jurisdiction of the city, any human excrement, garbage, medical or other objectionable wastes.
    (D) No person shall discharge or cause to be discharged to any sanitary sewer or combined sewer, either directly or indirectly, storm water, surface water, ground water, roof runoff, subsurface drainage, swimming pool drainage, condensate, non-contact cooling water, deionized water, artesian wellwater, or unpolluted wastewater unless specifically authorized by the city.
    (E) No person shall discharge sludge, screenings or other residuals from the pretreatment of industrial wastes.
    (F) No person shall discharge medical wastes, except as specifically authorized by the city in an IWDP.
    (G) No person shall discharge fats, oils or greases of animal or vegetable origin in concentrations greater than 100 mg/l.
    (H) No person shall place, deposit, or permit to be deposited in any unsanitary manner on public or private property within the jurisdiction of the city, any wastewater or other polluted water except where suitable treatment has been provided in accordance with provisions of this chapter and the NPDES permit.
    (I) No person shall discharge or cause to be discharged to any natural outlet any wastewater or other polluted waters, except where suitable treatment has been provided in accordance with provisions of this chapter and the NPDES permit.
    (J) Pollutants, substances or wastewater prohibited by this section shall not be processed or stored in such a manner so that they could be discharged to the POTW.
