§ 116.13. CHARACTER REFERENCES FOR DRIVERS.

No taxicab shall, at any time, be operated by any driver until there shall have been filed with the Clerk-Treasurer a written character reference stating that he or she is of good moral character, which reference shall be signed by two or more reputable residents of the city.
